Dug whistled while working in the garden of Senator Dean while reflecting. He'd only been there six months, but already had come to think of the plants growing on the grounds of the estate as his own because of the way they grew due to his effort.

He finished weeding and stood up, realizing that he really would miss working as a gardener...But he had more important fish to fry. Making sure that no one was around, he spoke into his hidden microphone and told his superiors that they would be able to hear every word in the Senator's house.

I wouldn't take the ratings very seriously, there's no telling who actually rated that. Could have been a regular, could have been just a random putz cruising through and disappointed at the lack of b00bies.
